Laura Squire OBE
Chief Executive

Laura was born in Surrey but moved to West Yorkshire in the late 1990s, brought up her four sons here and it is now her adopted home.

She began her career as a medical research scientist but has spent most of her career working in central Civil Service departments. She trained as a tax specialist, working in operational roles combatting both tax fraud and avoidance, before moving into leadership roles in change management and policy.

She was awarded her OBE following her leadership of a campaign using novel approaches to prompt disclosures of undeclared profits and investments held offshore.

Laura came back to Health in 2020, developing the policy delivered through the NHS COVID-19 vaccine programme and in 2021 was appointed Chief Healthcare Quality and Access Officer for the Medicines and Healthcare Products Regulatory Agency.

Laura joined St Gemma’s as Chief Executive in February 2025.

Outside work, Laura loves spending time with family and friends, on the water as an active member of Bradford Amateur Rowing Club or wandering around the Dales.

Phil Oldfield
Chief Operating Officer

After qualifying in 1985 and taking a year to travel, Phil spent 12 years in major food retailers, including ASDA, across finance, logistics, IT and operations. He then worked in the manufacturing sector, before moving into healthcare with Nuffield Hospitals.
This gave him his first experience in the charity sector, and around the same time his mum received incredible hospice care – an experience that really showed him the value of what hospices do. Phil found this move rewarding to use his commercial experience to help organisations strengthen sustainability and impact.

Phil has lived and worked in the USA, Switzerland and Malawi. At home he shares life with Ralph, an energetic cocker spaniel.

The St Gemma’s value that resonates most with him is Caring after seeing first-hand how much of a difference good care and dignity make at the end of life.
